The pioneer of domestic power turbine manufacturing is the St. Petersburg Metal Plant, founded in 1857—now the Leningrad Metal Plant named after the XXII Congress of the CPSU (LMZ). The plant first began turbine production in 1904 and, for this purpose, acquired the right to manufacture turbines designed by the French firm Rateau. The first steam turbine, based on Rateau’s drawings, was manufactured by the plant in 1907. After production, this turbine was installed at the plant’s power plant, where it operated under the supervision of plant workers. Thus, plant engineers, technicians, and workers learned from its creation and operation.

The emergence of domestic turbine manufacturing took place amidst a difficult competitive struggle with foreign capital, which had a significant influence on the economy in the pre-revolutionary period.

Owners of large foreign firms, fearing competition, sought to hinder the development of domestic turbine manufacturing in Russia by pressing the tsarist government to encourage the import of foreign machinery. Suffice it to say that when the first turbine was manufactured at the St. Petersburg Metal Works, 37 imported steam turbines were already in operation in Russia. The development of turbine manufacturing was also hindered by the widespread use of diesel engines in various power plants, although they were quite cost-effective at low power.

In the first years after the start of turbine production, orders for power turbines at the St. Petersburg Metal Works were few – between one and six turbines per year. The turbines produced were primarily small, with a capacity of 50–300 kW. However, despite the economic difficulties, the management of the St. Petersburg Metal Works demonstrated considerable foresight in continuing to develop the production of power steam turbines.
